Offutt Air Force Base SERE Building
The Offutt Air Force Base SERE Building is a 47,000-square-foot, single-story facility designed to support Survival, Evasion, Resistance, and Escape training operations. The building serves multiple functions, including storage, training, and classroom activities, with specialized features such as multiple overhead garage doors to accommodate significant truck traffic. The facility was constructed as part of Offutt’s flood recovery efforts following the devastating 2019 flood that impacted the base.
The project included a comprehensive site design with a 37-stall asphalt parking lot, concrete curb and gutter, and concrete sidewalks. The building’s finished floor elevation was set at 975 feet, approximately one foot higher than the levee system, ensuring flood protection for future operations. This elevation requirement was part of the broader campus-wide flood mitigation strategy implemented across all new construction at Offutt following the 2019 flood event.
As one of the consolidated replacement facilities developed after the flood, the SERE Building represents Offutt’s commitment to rebuilding critical infrastructure with enhanced resilience. The project was part of a larger master planning effort that divided the flood-damaged areas into separate campuses, with each campus receiving new, consolidated structures to replace multiple damaged buildings. This strategic approach allowed the base to restore full functionality while incorporating lessons learned from the flood to prevent future damage.
